Allen has 30 minutes left to take somewhere. Most likely it is "insurance". If he decides to drop a dog at a checkpoint, they have to go look for a vet, then they have to do the paperwork. That is time consuming so saving 30 minutes for that is a good idea. He will probably also want to give them another meal.
